Dr. de la Cruz holds a B.S. in biological science and a B.S. in arts medicine from the University of the Philippines, an M.A.T. in biological science from De La Salle University, and a Ph.D. in psychology from the University of the Philippines. He has experience as a hospital administrator, director of a College of Nursing, and as a bio-medical researcher with the Philippine Atomic Energy Commission. He also held a position at the ITT Sheraton Hong Kong Hotel & Towers as Director of Human Resource/Training and Development and as a Pre-Opening Coordinator and TQM Director of the Sheraton Towers Southgate in Melbourne Australia. Dr. de la Cruz taught at the University of Southern California, the University of the Philippines, University of Santo Tomas Graduate School, Troy State University, and as Associate Dean at the University of La Verne. He joined the UMUC faculty in 1981 and has taught in the Philippines, Japan and Korea, and for an extended period primarily in Guam.
